
You don't really need to optimize them that much for them to be effective at even Hard difficulty. My current weapons are estoc/warbow, but there's many different combos that can work. Because your recovery time isn't so long you can react to situations instead of being stuck waiting at a crucial time. I've played Cipher in a party on PoTD and am currently doing a solo run on hard, and my opinion is that cipher is very powerful even without the blunderbuss, and in my opinion more fun to play. What's more, because it's a slow weapon it puts you on a long cooldown, which can be a problem if you need to cast a reaction-type ability, like a paralyze on a stunlocking enemy that's too close or something. What's more blunderbuss has an accuracy penalty, is very slow, doesn't have good range, you have to stand still for the reload animation to go (like all firearms), and you have to take an extra feat to make it work.
